The Wisconsin County Highway Association was formed in 1990, and was formerly known as the Wisconsin County Highway Commissioner and Committee Members Association. The Association will be celebrating it's 100th Anniversary at the June 2011 Conference. The WCHA became an affiliate of the National Association of County Engineers in 1998. The Wisconsin County Highway Association is an incorporated, non-partisan association of county governments in the state of Wisconsin organized for the purpose of protecting and furthering the common interests of county governments in performing the governmental function of constructing and maintaining highways.

The Association’s policies shall be determined by the Board of Directors and by the vote of the Member Counties of the Association at annual or special Association meetings.
