The
Wisconsin County Highway Association was formed in 1990, and was
formerly known as the Wisconsin County Highway Commissioner and
Committee Members Association. The
WCHA became an affiliate of the National Association of County Engineers
in 1998.
The Wisconsin County Highway Association is an incorporated,
non-partisan association of county governments in the state of Wisconsin
organized for the purpose of protecting and furthering the common
interests of county governments in performing the governmental function of constructing and maintaining highways. The Association’s policies
and positions are determined by the Board of Directors and by vote
of the member counties of the Association at semi-annual or special
Association meetings. Position Papers are developed and adopted by a
member county before being forwarded through the Legislative Committee,
to the Board of Directors, and then finally to the general membership at
the conference business meeting.

HIGHWAY DEPARTMENT
MANAGEMENT POSITIONS
Jefferson County has two new
management positions for innovative, experienced individuals with
professional management experience.
Operations Manager: Will bring cost
effective project management to the Highway Department by providing
technical experience managing all functions of highway construction
and maintenance program.
Requires a Bachelors Degree in Business or Public
Administration, Civil Engineering or related field,
with 3-5 years of progressively responsible experience managing
transportation construction. A valid Wisconsin motor vehicle
operator's license, bridge inspection certification, and a Registered
Professional Engineer license also required.
Fleet Manager:
Requires skills in managing and benchmarking fleet operations
including improved program management of computerized fleet programs,
warranty management, specification writing, equipment sales and
procurement, and parts inventory management.
Requires a Bachelors
Degree in Business or Public Administration and 3 to 5 years
experience as a Supervisor or Manager in a vehicle maintenance
facility, or equivalent education and experience.
A valid Wisconsin motor vehicle license and certification as a
fleet manager (CFM) is also required, with background in fleet
management software programs highly desirable.
Salaries
are negotiable, based on qualifications, and include distinctive
benefits, such as participation in the Wisconsin Retirement System and
minimal, if any, cost for Health Insurance.

Jefferson, WI 53549.
